Jenessa Hoffman, President

Jenessa Hoffman is the President of Potomac Recruiting and oversees the Company’s Executive Search practice. In this role, she leverages her C-Suite search expertise and expansive industry knowledge and network to assist her clients in identifying and developing the leadership talent required to successfully compete in this dynamic and complex market.

Ms. Hoffman’s recent search experience includes President, Board Director, CFO, and COO. One of her most recent successful placements was that of the Director of the National and Homeland Security Division of Idaho National Laboratory. Ms. Hoffman also has an extensive commitment to pro-bono work to including experience successfully placing C-Suite Executives with mission-focused organizations, such as the National Center for Missing and Exploited Children and Hope for the Warriors. She is an expert at assisting companies across multiple industries worldwide in finding the right leadership an organization needs. Her clients include Fortune 100 companies and major multi-national organizations, ranging from Siemans and Xerox to SAIC and Momentum Aerospace Group. She has successfully placed over 300 executives in C Suite roles throughout her career and has a 93% rate of retention of all of her placements for 36 months or more post-hire. She is recognized as one the Ten Best Recruiters in North America and has been celebrated for her commitment to assisting professional women in executive roles successfully achieve their career goals as well as obtain seats on public and private company Boards.

Ms. Hoffman has deep expertise in placing leaders for high profile organizations that must sell the entity to the community while working with multiple internal member stakeholders. She personally attends all meetings with the Search Committee and is responsible for all Candidate Search Assessments, including conducting all interviews, references, compensation negotiation, and follow-up from the 12 months following the Finalist Candidate’s hire. She oversees the management of all research and administrative details associated with it, to include degree verification, and candidate scheduling and travel.

Prior to founding Potomac Recruiting in 2008, she was a business attorney with a pre-eminent law firm where she gained invaluable experience in employment rights, human capital, and human resources. Ms. Hoffman leveraged this unique background to build a different type of Executive Search firm, one that was client focused and driven by the client’s search needs.
Ms. Hoffman has a Bachelor of Arts from the University of Pennsylvania and holds a Juris Doctorate from Fordham University School of Law.

Dr. Simmie Adams, Ph.D., Senior Recruiting Consultant

Dr. Simmie Adams has effectively assisted in placing CEOs and C-Suite executives worldwide utilizing his extensive knowledge related to Industrial/Organizational Psychology. He has over 29 years of experience in organizational development and operational and human resource management and is experienced in identifying forward-thinking and dynamic leaders to run high performing organizations.

  • Prior to joining Potomac Recruiting, Dr. Adams led the operational orchestration of a culturally diverse organization with over 270 personnel encompassing administration/operations, logistics, information technology, transportation, and medical departments.

He has a Ph.D. in Industrial/Organizational Psychology and is a member of the American Psychology Association as well as the Society of Industrial / Organizational Psychology. He is the author of two books, including the upcoming Unleash the Tiger within- Organizational High Performance.

Mr. Troy White, Senior Advisor for Research

Mr. Troy White is a highly skilled researcher with a unique ability to leverage machine learning software and military expertise to provide precision hiring services to organizations. Mr. White executes our Diversity Leadership focus for all of our clients.

Mr. White has also honorably served our nation as the Commanding Officer of Reserve unit focused on cyber/robotics/autonomy tech innovation and R&D. He has extensive experience leading the development of tech innovation consulting teams for the Office of Naval Research that apply lean, agile, and design-thinking approaches to Navy and Marine Corps challenges.

Prior to joining Potomac Recruiting, he was mobilized to active duty during 2013-2014 to serve as Deputy Branch Chief for Operational Plans in the Middle East at U.S. Central Command.

Mr. White is A.B.D. from Georgetown University, where he also completed his M.A., and has a Bachelor Degree from the United States Naval Academy.

Ms. Pat Drew, Board of Advisors Member

Ms. Pat Drew is an executive and career management coach with more than 20 years of experience. Her focus includes top-level coaching, managing change/organizational resilience and preparing executives for abrupt career transition.

Ms. Drew has coached executives in the media, the pharmaceutical industry, consumer product companies, financial and professional services, real estate, communications, not-for-profit organizations, and academia.

For the last seven years, she has run her own company, Pat Drew & Company LLC, and has worked with Guttman Development Strategies, a leadership development firm. Prior to running her own very successful business, she was a Director in the Life Skills Program at the New York Times, and the Manager of Training at the New York Psychiatric Institute of Columbia University.

Ms. Drew has Masters Degrees in Psychology, Social Work, and European History. She is on the faculty of Columbia Business School with the "Managing Global Account Certification Program,” an Executive Coach with the Program on Social Intelligence, and on the faculty of the Sulzberger News Media Executive Leadership Program at Columbia Journalism School.

Mr. Roger Campbell, Board of Advisors Member

Mr. Roger Campbell has extensive experience with federal recruiting, as the former senior human capital manager with the Central Intelligence Agency (CIA), the former Chief Human Capital Officer for the National Reconnaissance Office (NRO), and an executive team member of Monster Government Solutions, a division of Monster.com, where he led a highly innovative hiring initiative with support from the Partnership for Public Service. This partnership created a program call the Extreme Hiring makeover, which created a public and private sector partnership that continues today to bring best practice hiring strategies into civilian agencies.

Most recently, Mr. Campbell was an Account Executive at Computer Science Corporation (CSC) in support of the Intelligence Community. Prior to joining CSC, Mr. Campbell served as a Director for the Strategic Intelligence Group (SIG), a new startup company where he developed their talent management and management consulting lines of business in human capital and executive recruitment.

Mr. Campbell is a graduate of George Mason University (GMU) and has completed graduate work at both GMU and the American University. He is a graduate of the Georgetown University Program for Executive Coaching and he has been certified by the International Coaching Federation. He serves on the advisory board for the Center for Human Capital Innovation and several non-profits as well. Mr. Campbell volunteers his services as a coach and mentor to senior executives in the public sector and serves as a guest lecturer at George Mason University. He has also served as an adjunct professor at Georgetown University.

Mr. Joseph Augustyn, Board of Advisors Member

Mr. Joseph Augustyn is a senior management executive with Intelligence Community, homeland security, and counterterrorism expertise, and is a former member of the CIA’s Senior Intelligence Service.

Mr. Augustyn’s long career with the CIA’s National Clandestine Service included senior positions as Chief of Station, Chief of Staff for the CIA’s Deputy Director for Operations, Deputy Division Chief for the CIA’s East Asia Division, and after 9/11 as Deputy Associate Director of Central Intelligence for Homeland Security. A senior advisor to the Center for Strategic and International Studies (CSIS), Mr. Augustyn was a member of the CSIS panel of experts that produced “Homeland Security 3.0.”

He previously was a Principal of Booz Allen Hamilton, focusing on the CIA, Office of the Director of National Intelligence, law enforcement, and Department of Homeland Security matters. Prior to that, Mr. Augustyn served as the senior advisor and counsel to CIA Director John Brennan, then Director of the National Counterterrorism Center, of which Mr. Augustyn was one of the original architects.

C. Suzanne Mencer, Board of Advisors Member

Ms. C. Suzanne Mencer currently serves as the Director of the Colorado Emergency Preparedness Partnership as well as the President of Manor Ridge Group, Inc., a company that provides subject matter expertise on public safety and homeland security issues.

Ms. Mencer is a 20 year veteran of the Federal Bureau of Investigation, having worked and supervised investigations in Foreign Counterintelligence and Counterterrorism. She initiated the Denver Joint Terrorism Task Force and supervised several high profile domestic terrorism cases. She currently serves on the FEMA National Advisory Council, is a board member of the Denver Police Foundation, a member of the Colorado Thirty Group, and serves on the Board of Directors of MorphoTrak, a biometrics company.

He previously was a Principal of Booz Allen Hamilton, focusing on the CIA, Office of the Director of National Intelligence, law enforcement, and Department of Homeland Security matters. Prior to that, Mr. Augustyn served as the senior advisor and counsel to CIA Director John Brennan, then Director of the National Counterterrorism Center, of which Mr. Augustyn was one of the original architects.

Frank Rosenberg, Board of Advisors Member

Mr. Frank Rosenberg brings his experience from a career as an executive in both airport services and the airline business to Potomac Recruiting, applying his expertise to helping Potomac successfully recruit and place executives in the transportation sector worldwide.

Mr. Rosenberg is also the Managing Director of ACA Associates, Inc., an aviation business consulting firm, in 1991, and developed a practice providing marketing strategies and business development to the airline and airport markets. Mr. Rosenberg has over thirty years of experience as a senior executive in the aviation industry. He then joined Ogden Corporation and became Chief Operating Officer and Executive Vice President of Ogden Allied Services Corporation, the major aviation service company whose 10,000 employees provided ground, cargo, fueling, and catering services to airlines in over seventy airports around the world. Before his move to Ogden, he served as British Airways' Chief Financial Officer for North America, responsible for the division's accounting, finance, and purchasing functions.

Mr. Rosenberg is a Trustee of the Vaughn College of Aeronautics and Technology, where he serves as the Chair of the Executive Committee. He is a member of the American Institute of Certified Public Accountants and a graduate of City College of New York.

He previously was a Principal of Booz Allen Hamilton, focusing on the CIA, Office of the Director of National Intelligence, law enforcement, and Department of Homeland Security matters. Prior to that, Mr. Augustyn served as the senior advisor and counsel to CIA Director John Brennan, then Director of the National Counterterrorism Center, of which Mr. Augustyn was one of the original architects.

Walter Kulbacki, Board of Advisors Member

Mr. Walter Kulbacki has a very strong strategic, operational, and technical background in information technology, satellite, software, and automation areas, and has led and managed organizations as large as 1700 personnel. He serves as a senior consultant to Potomac for the placement of information technology executives at Fortune 500 companies around the world.

He has served as Vice President for Business Development for SAIC’s Command, Control, Communications, Computing, Information Technology Unit ($700M) before forming WK Global Solutions. In his role as VP, Mr. Kulbacki was responsible for winning over $7 Billion in contracts. Mr. Kulbacki is a retired senior level Army officer whose career has included key high-level command, leadership and staff assignments within the Army, the Joint Staff, and the Department of Defense Agencies to include the Defense Information Systems Agency (DISA) where he directed the operations of this worldwide network.

Harry Feuerstein, Board of Advisors Member

Harry Feuerstein is an accomplished corporate executive, professional sports team owner and operator, and former U.S. Army officer. Currently, Feuerstein is the president of Merryck & Co Americas, and is also a member of the firm’s board of directors and executive management committee. His current work includes mentoring Fortune 250 executives in the technology, financial, and manufacturing/ distribution industries. He also leads Merryck’s team practice where he works with many leadership teams and cohorts in multiple industries.
In addition to his work at Merryck & Co, Feuerstein continues to advise companies
in the venture capital, renewable energy, technology and sports industries. Over his 30-year career, Feuerstein has held executive roles and served as a board director for numerous market-leading, multinational corporations, as well as investment/merchant banking and privately-held firms. In addition, he has successfully grown and launched companies of his own. Feuerstein spent 11 years with Siemens where he was a CEO and CFO with four different operating groups most recently serving as President and CEO of Siemens Government, Inc. (SGI). Prior to SGI, he was CEO of Siemens Real Estate in the U.S. and Canada and he was also Executive Vice President, CFO and head of operations with Siemens One, Inc., the cross-marketing arm of Siemens USA in the areas of energy, infrastructure, healthcare, and other private and public sector vertical markets. He also served as CFO and head of operations for Siemens Shared Services. Additionally, Feuerstein served on the Global Public Sector Board and Board of SSL India.
Prior to Siemens, Feuerstein was the CEO and a board member of a subsidiary
of Canadian-based TrizecHahn, and was a managing partner at National Capital
Companies, a Washington, DC-based merchant banking group. In addition to
serving on private company boards, Feuerstein served as a Board Member and
Audit Committee Chair of the then public company TRX, Inc.
Feuerstein has also been an owner and CEO of two minor league professional
sports franchises in hockey and arena football, and served as the Vice Chairman for
two different professional leagues’ Board of Governors. His background extends to
working with many Olympic athletes through his related sports entities. Feuerstein
draws on his winning sports industry experience in addition to his military and
business experience for his work mentoring top executives and driving leadership
team effectiveness.
Feuerstein began his career with Touche Ross (now Deloitte) working in both audit
and tax. He also spent 13 years serving as an officer in the U.S. Army Reserves.
He earned his BA from Washington & Lee University and an MBA from Hofstra

Margaret Sullivan, Board of Advisors Member

Margaret Sullivan is CEO of Sullivan Strategy, an advisory firm focused on investment analysis and corporate growth strategies. Sullivan is also a fellow at the University of California, Berkeley's Blum Center for Developing Economies. From 2011 to 2014, Sullivan served as Chief Operating Officer and Chief of Staff at the United States Agency for International Development. Prior to joining the Obama Administration, she served as Director of Political Risk Management at Farallon Capital Management, in San Francisco, California.

Sullivan began her federal career on Capitol Hill, where she served in a variety of positions including as a Staff Member of the House Permanent Select Committee on Intelligence and as National Security Adviser to the House Majority Leader. In 1994, Sullivan joined the Clinton administration and served as The Special Assistant to Defense Secretary William Perry, helping to manage his relationship with the White House, Congress, and national press corps. At the Department of Housing and Urban Development, she served as West Coast Regional Director and as Chief of Staff for Secretary Andrew Cuomo. She has also served as Chief of Staff for the U.S. Trade Representative in the Executive Office of the President.

Sullivan helped found and then served on the board of an Oakland-based community development bank, Beneficial State Bank. She also serves on the boards of the Kennedy CenterMemorial Task Force, the Partners' Forum for Private Capital in the International Development,and United States Global Development Lab. Sullivan has a Master's Degree in public management from the University of Maryland, a Bachelor's Degree in political science from Stanford University, and was a two-year MacArthur fellow.
